প্রধানমন্ত্রী বলেন, দীর্ঘমেয়াদি স্থিতিশীলতা স্থাপন ছাড়া টেকসই উন্নয়ন অর্জন করা যাবে না। গ্রামীণ সামাজিক ও জলবায়ুগত স্থিতিশীলতার উন্নয়নে ব্যাপকভিত্তিক টেকসই গ্রামীণ অর্থনীতি প্রয়োজন। তিনি টেকসই গ্রামীণ অর্থনীতি তৈরিতে বিনিয়োগের মাধ্যমে দীর্ঘমেয়াদিভাবে স্থিতিশীলতা আনার আহ্বান জানান।
শেখ হাসিনা বলেন, ‘বিশ্ব অর্থনৈতিক ফোরামের প্রতিবেদন অনুযায়ী ২০৫০ সাল নাগাদ বিশ্বের জনসংখ্যা ৯ বিলিয়ন (৯০০ কোটি) ছাড়িয়ে যাবে এবং এর অর্ধেক হবে মধ্যবিত্ত। এর ফলে বিশ্বের আবাদি জমি, বনভূমি ও পানির ওপর প্রচণ্ড চাপ পড়বে। সমুদ্রপৃষ্ঠের উচ্চতা বৃদ্ধিতে অনেক দেশের আবাদি জমি ব্যাপকভাবে হ্রাস পাবে ও সমুদ্রপৃষ্ঠের উচ্চতা বৃদ্ধিতে আমরা সবচেয়ে বেশি ক্ষতিগ্রস্ত হব।’
শেখ হাসিনা বলেন, ২০৫০ সালে বিশ্বের খাদ্য চাহিদা ২০০৬ সালের অবস্থান থেকে অন্তত ৬০ শতাংশ ছাড়িয়ে যাবে এবং খাদ্যমূল্য বেড়ে ৮৪ শতাংশ দাঁড়াতে পারে। তিনি আরও বলেন, ‘আমরা কীভাবে এ ধরনের বিরূপ পরিস্থিতি মোকাবিলা করব? আমি আপনাদের আমার দেশের অভিজ্ঞতা তুলে ধরে কৃষি প্রবৃদ্ধির কথা তুলে ধরব, যা বৈশ্বিক পর্যায়ে মানব উন্নয়নে অন্যান্য দেশ গ্রহণ করতে পারে।’

চুক্তি স্বাক্ষর শেষে পররাষ্ট্রসচিব মো. শহীদুল হক সাংবাদিকদের বলেন, এই চুক্তির আওতায় বাংলাদেশের উত্তর-পূর্বাঞ্চলের ছয়টি জেলার দুস্থ জনগণের অবকাঠামোগত দক্ষতা উন্নয়ন এবং তথ্যসংক্রান্ত একটি প্রকল্প বাস্তবায়ন করা হবে। জেলাগুলো হচ্ছে পঞ্চগড়, দিনাজপুর, নীলফামারী, রংপুর, গাইবান্ধা ও জামালপুর। ২০১৮ থেকে ২০২৪ সাল পর্যন্ত এই প্রকল্প বাস্তবায়ন করা হবে। এতে এই জেলাগুলোর ৩ কোটি ৩০ লাখ মানুষ উপকৃত হবে।
শহীদুল হক বলেন, প্রকল্পের মূল ব্যয়ের ৬ কোটি ৩২ লাখ ৫০ হাজার ডলার ঋণ এবং ১২ লাখ ৫০ হাজার ডলার অনুদান হিসেবে দেবে ইফাদ। বাকি ২ কোটি ৭৯ লাখ ডলার বাংলাদেশ সরকার দেবে।
পররাষ্ট্রসচিব বলেন, এর আগে ইফাদের প্রেসিডেন্ট সংস্থার সদর দপ্তরে প্রধানমন্ত্রী শেখ হাসিনার সঙ্গে সৌজন্য সাক্ষাৎ করেন। আলোচনায় রোহিঙ্গা ইস্যুও উঠে আসে।
রোহিঙ্গাদের খাদ্য সরবরাহে দাতাগোষ্ঠীর আগ্রহ কমছে
বিশ্ব খাদ্য কর্মসূচির (ডব্লিউএফপি) নির্বাহী পরিচালক বলেছেন, রোহিঙ্গা ইস্যু নিয়ে দাতা সংস্থাগুলোর আগ্রহ হ্রাস পাওয়ায় বিশ্বের সবচেয়ে বড় এই মানবিক সংস্থা বাস্তুচ্যুত হয়ে বাংলাদেশে আশ্রয়গ্রহণকারী রোহিঙ্গাদের খাদ্য সরবরাহের ক্ষেত্রে সমস্যার সম্মুখীন হচ্ছে।
গত সোমবার রোমে প্রধানমন্ত্রীর সঙ্গে বিশ্ব খাদ্য কর্মসূচির নির্বাহী পরিচালকের বৈঠক শেষে পররাষ্ট্রসচিব মো. শহীদুল হক সাংবাদিকদের ব্রিফিংকালে ডেভিড বিসলেকে উদ্ধৃত করে এসব কথা বলেন।
বৈঠকে ডেভিড বিসলে বলেন, রোহিঙ্গাদের খাওয়ানোর ব্যাপারে দাতা সংস্থার আগ্রহ কমে যাচ্ছে। তবে তাঁরা জাতিসংঘের ব্যবস্থার আওতায় দাতা সংস্থার মধ্যে এ আগ্রহ ধরে রাখতে চেষ্টা করছেন। কিন্তু এটি চালিয়ে যাওয়া ক্রমশ কঠিন হয়ে পড়ছে।
শহীদুল হক বলেন, রোহিঙ্গা ইস্যুতে আরেকটি বিষয়ের প্রতিও দৃষ্টি আকর্ষণ করেন ডব্লিউএফপির নির্বাহী পরিচালক। সেটি হচ্ছে বর্ষাকালে বাংলাদেশের যে স্থানে রোহিঙ্গারা আশ্রয় নিয়েছে, সেখানে ভূমিধসের সৃষ্টি হতে পারে। এ প্রসঙ্গে প্রধানমন্ত্রী বলেন, প্রয়োজন হলে কিছুসংখ্যক রোহিঙ্গাকে অস্থায়ীভাবে ভাসানচর এলাকায় স্থানান্তর করা হবে।
রোহিঙ্গা ইস্যু নিয়ে আন্তর্জাতিক পর্যায়ে প্রধানমন্ত্রী শেখ হাসিনার বিভিন্ন প্রচারণার প্রশংসা করেন ডব্লিউএফপির নির্বাহী পরিচালক.

ইতালির রোমে গতকাল মঙ্গলবার ইন্টারন্যাশনাল ফান্ড ফর অ্যাগ্রিকালচারাল ডেভেলপমেন্টের (ইফাদ) সদর দপ্তরে সংস্থাটির ৪১তম পরিচালনা পরিষদের সভার উদ্বোধনী অধিবেশনে মূল বক্তব্য দেওয়ার সময় এসব কথা বলেন প্রধানমন্ত্রী। তিনি চার দিনের সরকারি সফরে গত রোববার ইতালি যান।
অধিবেশনের মূল প্রতিপাদ্য ছিল ‘ফ্র্যাজিলিটি টু লং টার্ম রেজিলিয়েন্স: ইনভেস্ট ইন সাসটেইনেবল রুরাল ইকোনমি’। বক্তব্যে শেখ হাসিনা বলেন, দারিদ্র্য ও ক্ষুধা দূরীকরণে উন্নয়ন-সহযোগীদের আরও একটু উদার হতে হবে।
বাংলাদেশ ও উন্নয়ন-সহযোগীদের মধ্যে সহায়তা অব্যাহত থাকার ব্যাপারে আশা প্রকাশ করে প্রধানমন্ত্রী আরও বলেন, ‘অগ্রগতির এই ধারা অব্যাহত রাখতে ইফাদ গুরুত্বপূর্ণ অবদান রাখবে বলে আমাদের প্রত্যাশা।’
প্রধানমন্ত্রী বলেন, দীর্ঘমেয়াদি স্থিতিশীলতা স্থাপন ছাড়া টেকসই উন্নয়ন অর্জন করা যাবে না। গ্রামীণ সামাজিক ও জলবায়ুগত স্থিতিশীলতার উন্নয়নে ব্যাপকভিত্তিক টেকসই গ্রামীণ অর্থনীতি প্রয়োজন। তিনি টেকসই গ্রামীণ অর্থনীতি তৈরিতে বিনিয়োগের মাধ্যমে দীর্ঘমেয়াদিভাবে স্থিতিশীলতা আনার আহ্বান জানান।
শেখ হাসিনা বলেন, ‘বিশ্ব অর্থনৈতিক ফোরামের প্রতিবেদন অনুযায়ী ২০৫০ সাল নাগাদ বিশ্বের জনসংখ্যা ৯ বিলিয়ন (৯০০ কোটি) ছাড়িয়ে যাবে এবং এর অর্ধেক হবে মধ্যবিত্ত। এর ফলে বিশ্বের আবাদি জমি, বনভূমি ও পানির ওপর প্রচণ্ড চাপ পড়বে। সমুদ্রপৃষ্ঠের উচ্চতা বৃদ্ধিতে অনেক দেশের আবাদি জমি ব্যাপকভাবে হ্রাস পাবে ও সমুদ্রপৃষ্ঠের উচ্চতা বৃদ্ধিতে আমরা সবচেয়ে বেশি ক্ষতিগ্রস্ত হব।’
শেখ হাসিনা বলেন, ২০৫০ সালে বিশ্বের খাদ্য চাহিদা ২০০৬ সালের অবস্থান থেকে অন্তত ৬০ শতাংশ ছাড়িয়ে যাবে এবং খাদ্যমূল্য বেড়ে ৮৪ শতাংশ দাঁড়াতে পারে। তিনি আরও বলেন, ‘আমরা কীভাবে এ ধরনের বিরূপ পরিস্থিতি মোকাবিলা করব? আমি আপনাদের আমার দেশের অভিজ্ঞতা তুলে ধরে কৃষি প্রবৃদ্ধির কথা তুলে ধরব, যা বৈশ্বিক পর্যায়ে মানব উন্নয়নে অন্যান্য দেশ গ্রহণ করতে পারে।’
প্রধানমন্ত্রী বলেন, ‘প্রথমে আমি আপনাদের বলব, প্রতিবছর জলবায়ুর বিরূপ প্রভাবের কারণে দেশে খাদ্যসংকট ও খাদ্য উৎপাদন হ্রাসের যেকোনো সংকট মোকাবিলায় বাংলাদেশি জনগণ স্বাভাবিকভাবে সক্ষম। সংকটের মোকাবিলায় বাংলাদেশিরা আস্থার সঙ্গে শক্তভাবে লড়াই করে সমস্যার সমাধান ও সংকট কাটিয়ে উঠতে বিকল্প উপায় গ্রহণের মাধ্যমে সফলতা অর্জন করে।’ তিনি বলেন, বাংলাদেশ প্রায় এক দশক ধরে খাদ্যে স্বয়ংসম্পূর্ণ এবং চলতি বছর অসময়ে বারবার বন্যায় অপ্রত্যাশিতভাবে খাদ্যঘাটতি দেখা দিয়েছিল। এ ঘাটতি মোকাবিলায় গ্রাহকদের কাছে পর্যাপ্ত খাদ্য সরবরাহ নিশ্চিত করতে সঙ্গে সঙ্গেই খাদ্য আমদানি নীতি গ্রহণ করা হয়।
শেখ হাসিনা বলেন, ‘গ্রামাঞ্চলে কাউকে পেছনে ফেলে রাখা যাবে না—এই চ্যালেঞ্জই সবচেয়ে বেশি গুরুত্বপূর্ণ। আমাদের জনসংখ্যার প্রায় ৭২ শতাংশ গ্রামাঞ্চলে বসবাস করে এবং ৪৩ শতাংশ কৃষি খাতে শ্রমজীবী হিসেবে কাজ করে; যারা দেশের জিডিপিতে ১৫ শতাংশ অবদান রাখছে। গ্রামীণ অকৃষি খাতের কর্মীর সংখ্যা শতকরা ৪০ শতাংশ, যারা গ্রামীণ আয়ের ৫০ শতাংশের বেশি আয় করে। কাজেই অন্তর্ভুক্তিমূলক এবং টেকসই গ্রামীণ রূপান্তরই দারিদ্র্য বিমোচন, ক্ষুধা দূর করা ও কাউকে পেছনে ফেলে না রাখার লক্ষ্য অর্জনের মূল শক্তি।’
বাংলাদেশ-ইফাদ ঋণচুক্তি
দেশের উত্তর-পূর্বাঞ্চলীয় ছয়টি জেলার দুস্থ মানুষের অবকাঠামো ও বাজার উন্নয়নে ইফাদের সঙ্গে ৯ কোটির বেশি মার্কিন ডলারের ঋণচুক্তি করেছে বাংলাদেশ। গতকাল বিকেলে প্রধানমন্ত্রী শেখ হাসিনার উপস্থিতিতে ইফাদ সদর দপ্তরে এই চুক্তি স্বাক্ষরিত হয়। অর্থনৈতিক সম্পর্ক বিভাগের (ইআরডি) সচিব কাজী শফিকুল আজম এবং ইফাদ প্রেসিডেন্ট গিলবার্ট এফ হুয়াংবো চুক্তিতে স্বাক্ষর করেন।
এ সময় অর্থমন্ত্রী আবুল মাল আবদুল মুহিত, কৃষিমন্ত্রী মতিয়া চৌধুরী ও পররাষ্ট্রমন্ত্রী এ এইচ মাহমুদ আলীও উপস্থিত ছিলেন।

ফেসবুকে বন্ধুত্ব, অতঃপর........
ফেসবুকে এক তরুণীর সঙ্গে একটি ইলেকট্রনিক কোম্পানির চেয়ারম্যানের সঙ্গে পরিচয় হয়। নিজেকে অসহায় দাবি করে ওই তরুণী তাঁর প্রতিষ্ঠানে চাকরি করতে চান।একপর্যায়ে কোম্পানির চেয়ারম্যানকে নিজের বাসায় দাওয়াত দিলেন। তখনই ঘটে আশল ঘটনা। কোম্পানির চেয়ারম্যানকে আটকে রেখে অশ্লীল ছবি তুলে এক লাখ টাকা দেয়ার জন্ন বলেন । বাধ্য হয়ে বিকাশে ৬৮ হাজার টাকা দিয়ে ছাড়া পান প্রতারণার শিকার ওই ব্যক্তি। বাকি টাকা না দিলে অশ্লীল ছবিগুলো ইন্টারনেটে ছড়িয়ে দেওয়ার হুমকি দেন তরুণী। বিষয়টি নগর গোয়েন্দা পুলিশকে জানানো হয়।
গতকাল মঙ্গলবার নগরের ডবলমুরিং থানার আগ্রাবাদের মুহুরীপাড়ার একটি বাসা থেকে অভিযুক্ত তরুণী রওশন আক্তার ওরফে মেরিকে গ্রেপ্তার করে গোয়েন্দা পুলিশ।
চট্টগ্রাম নগর গোয়েন্দা পুলিশের অতিরিক্ত উপকমিশনার আবু বকর সিদ্দিক প্রথম আলোকে বলেন, গত ২৩ জানুয়ারি এই ঘটনা ঘটলেও ১ লাখ টাকার মধ্যে বাকি ৩২ হাজার টাকার জন্য তরুণী প্রতারণার শিকার ব্যক্তিকে হুমকি দিয়ে আসছেন। পরে অভিযান চালিয়ে তরুণীকে গ্রেপ্তার করা হয়। তাঁর আরও তিন সহযোগী ছিলেন। তাঁদের গ্রেপ্তারের চেষ্টা চলছে। তরুণী প্রতারক চক্রের সদস্য কিনা এবং আর কেউ এভাবে প্রতারণার শিকার হয়েছেন কিনা তা তদন্ত করা হচ্ছে।
গতকাল দুপুরে নগর গোয়েন্দা পুলিশের কার্যালয়ে গ্রেপ্তার ওই তরুণী প্রথম আলোকে বলেন, তাঁর ভুল হয়ে গেছে।
শুধু ফেসবুকে পরিচয়ের সূত্র ধরে কোনো তরুণীর বাসায় যাওয়ার আগে খোঁজখবর নিয়ে সতর্কভাবে এগোনোর জন্য নগরবাসীকে অনুরোধ জানিয়েছেন নগর গোয়েন্দা পুলিশের কর্মকর্তা আবু বকর সিদ্দিক। তিনি বলেন, ঘটনার দিন টাকা দিতে না পারলে বড় ধরনের অঘটনও ঘটতে পারত

পরমাণু হামলা ঠেকাতে সর্বাধুনিক ক্ষেপণাস্ত্রের পরীক্ষা রাশিয়ার
রাশিয়া সর্বাধুনিক ক্ষেপণাস্ত্র প্রতিরক্ষাব্যবস্থার পরীক্ষা চালিয়েছে। মস্কোকে সম্ভাব্য পরমাণু হামলা থেকে রক্ষা করতে এ প্রতিরক্ষাব্যবস্থা নির্মাণ করা হয়েছে।
সোমবার কাজাখস্তানের ‘স্যারি শাগান’ অঞ্চলে চালানো এ পরীক্ষার ভিডিও ফুটেজ প্রকাশ করেছে রুশ প্রতিরক্ষা মন্ত্রণালয়।
যুক্তরাষ্ট্রের সরকার রাশিয়ার মোকাবেলায় নিজের পরমাণু অস্ত্রকে ‘আকারে ছোট ও আরও আধুনিক’ করার সিদ্ধান্ত নেয়ার পর রাশিয়া তার পরমাণু অস্ত্র বিধ্বংসী ব্যবস্থার পরীক্ষা চালানোর ফুটেজ প্রকাশ করল।
ফুটেজে দেখা গেছে, বরফাচ্ছাদিত একটি প্ল্যাটফর্ম থেকে আকাশে ক্ষেপণাস্ত্র নিক্ষেপ করা হচ্ছে।
নতুন এ ক্ষেপণাস্ত্র ব্যবস্থার নাম দেয়া হয়েছে পিআরএস-১এম। পরমাণু হামলা প্রতিহত করার লক্ষ্যে তার আগে রাশিয়ার কাছে ৫৩টি৬ নামে যে স্বল্প পাল্লার অ্যান্টি-ব্যালিস্টিক ক্ষেপণাস্ত্র ছিল এখন থেকে সেগুলোর পরিবর্তে নতুন এই ক্ষেপণাস্ত্র ব্যবহার করবে মস্কো।
রাশিয়ার অ্যারোস্পেস ফোর্সের ক্ষেপণাস্ত্র প্রতিরক্ষা কমান্ডের উপপ্রধান কর্নেল আন্দ্রে প্রিখোদকো এ সম্পর্কে বলেন, একটি নতুন আধুনিক ক্ষেপণাস্ত্র বিধ্বংসী ব্যবস্থা নিখুঁতভাবে লক্ষ্য বস্তুতে আঘাত করেছে ।
বিটকয়েন খোঁজার হিড়িকে বিদ্যুৎ সংকটের আশঙ্কা
আইসল্যান্ডে উৎপাদিত বিদ্যুতের শতকরা ১০০ ভাগই আসে নবায়নযোগ্য উৎস থেকে। তবে আইসল্যান্ডে বড় বড় ডাটা সেন্টার প্রতিষ্ঠা করে বিটকয়েন খোঁজার যে বেপক হিড়িক পড়েছে, জার কারনে দেশটির বিদ্যুৎ সংকটে পড়ার আশঙ্কা রয়েছে।
দেশটির একটি জ্বালানি কোম্পানি এইচএস ওরকা জানিয়েছে, বিটকয়েন খোঁজার কাজে যেসব ডাটা সেন্টার চালাতে হয়, তাতে ওণেক পরিমাণ বিদ্যুৎ খরচ হচ্ছে।
আইসল্যান্ডের জনসংখ্যা খুব কম, মাত্র তিন লাখ ৪০ হাজার। এ বছর আইসল্যান্ডে সব বাড়িতে যত বিদ্যুৎ খরচ হবে, তার চেয়ে হয়তো অনেক বেশি বিদ্যুৎ খরচ হবে এসব ডাটা সেন্টারে। খবর বিবিসির।
তিনি আরো জানান, আরও অনেকে এখন এসব ডাটা সেন্টার স্থাপনের দিকে ঝুঁকছে। সব প্রকল্প যদি বাস্তবায়িত হয়, সেগুলো চালানোর মতো বিদ্যুৎ আইসল্যান্ডে থাকবে না।
কিন্তু সম্প্রতি এই দ্বীপে নতুন ডাটা সেন্টার গড়ার হিড়িক পড়েছে। যেসব কোম্পানি এই ডাটা সেন্টার স্থাপন করছে, তারা দেখাতে চায় এটি পরিবেশবান্ধব জ্বালানি।
বিটকয়েন মাইনিং বলতে বোঝায় বিশ্বজুড়ে যে বিটকয়েন নেটওয়ার্ক আছে তার সঙ্গে কম্পিউটারকে যুক্ত করা এবং এই ক্রিপ্টো কারেন্সির যে লেনদেন হচ্ছে, সেগুলো যাচাই করা।
যেসব কম্পিউটার এই যাচাইয়ের কাজটি করে, তারা সামান্য পরিমাণে ‘বিটকয়েন পুরস্কার’ পায় এর প্রতিদানে। কিন্তু কেউ যদি এই কাজটি বিশাল আকারে করতে পারে, সেটি বেশ লাভজনক।
কিন্তু আইসল্যান্ডে এখন এ ব্যবসার বিপুল প্রবৃদ্ধি ঘটছে। আর তার সঙ্গে পাল্লা দিয়ে বাড়ছে ডাটা সেন্টারগুলোর জন্য বিদ্যুৎ খরচ।
জ্বালানি কোম্পানি এইচএস ওরকার মুখপাত্র জানান, আইসল্যান্ডে ডাটা সেন্টার স্থাপন করতে আগ্রহী এ রকম লোকজনের কাছ থেকে তারা প্রচুর কল পাচ্ছেন।
তিনি বলেন, যে পরিমাণ ডাটা সেন্টার স্থাপনের কথা হচ্চে তার সব হয়তো বিদ্যুৎ দেয়া সম্ভব হবে না। যদি সব ডাটা সেন্টার সত্যি সত্যি চালু হয়, আইসল্যান্ডে তাদের দেয়ার মতো বিদ্যুৎ আর অবশিষ্ট থাকবে না।
অনুমান করা হচ্ছে, এ বছর আইসল্যান্ডে বিটকয়েন মাইনিং অপারেশনের পেছনে প্রায় ৮৪০ গিগাওয়াট ঘণ্টা বিদ্যুৎ খরচ হবে। এর বিপরীতে আইসল্যান্ডের সব বাড়ি মিলে বিদ্যুৎ খরচ হচ্ছে ৭০০ গিগাওয়াট ঘণ্টা।
হেলিকপ্টারে করে ঢাকায় পৌঁছেছেন হেফাজতের আমির ও হাটহাজারী মাদ্রাসার মহাপরিচালক ও কওমি মাদ্রাসা শিক্ষাবোর্ড বেফাকের চেয়ারম্যান আল্লামা শাহ আহমদ শফী।
রোববার দুপুরে হাটহাজারী মাদ্রাসা থেকে একটি বেসরকারি হেলিকপ্টার যোগে তিনি ঢাকার উদ্দেশে চট্টগ্রাম ত্যাগ করেন বলে জানান তার ছেলে মাদ্রাসার সহকারী শিক্ষা পরিচালক আনাস মাদানী।
হেফাজত ইসলামের প্রচার সম্পাদক আনাস মাদানী জানান, ঢাকায় পৌঁছে আজগর আলী হাসপাতালে হেফাজত আমির শারীরিক চেকআপ শেষে বিকাল সাড়ে ৩টার দিকে ফরিদাবাদ কওমি মাদ্রাসায় যান।
সোমবার ঢাকার জামিয়া ইমদাদিয়া ফরিদাবাদে কওমি মাদরাসা শিক্ষাবোর্ড বেফাকের কাউন্সিল অনুষ্ঠিত হবে। ওই কাউন্সিলে হেফাজত আমির অংশ নেবেন। এছাড়া সারা দেশ থেকে শত শত মাদ্রাসা শিক্ষক ও উলামায়ে কেরাম উপস্থিত থাকবেন। কাউন্সিলে সভাপতিত্ব করবেন বেফাকের চেয়ারম্যান আল্লামা শাহ আহমদ শফী।
ফাঁস ঠেকাতে প্রশ্নের প্যাকেটে থাকবে নিরাপত্তা যন্ত্র

পাবলিক পরীক্ষার প্রশ্নফাঁস ঠেকাতে নতুন পরিকল্পনা নিয়ে এগোচ্ছে সরকার। এ লক্ষ্যে বিশেষ নিরাপত্তা ডিভাইসযুক্ত (যন্ত্র) খামে পাঠানো হবে আসন্ন এইচএসসি পরীক্ষার প্রশ্নপত্র। পরীক্ষা শুরুর ৩০ মিনিট আগে দেশের কোথাও প্রশ্নের প্যাকেট খুললে তাৎক্ষণিকভাবে কেন্দ্রীয় নিয়ন্ত্রণ কক্ষে বার্তা পাঠাবে সেই ডিভাইস। সোমবার শিক্ষা মন্ত্রণালয়ের প্রশ্নব্যাংক তৈরি ও নিরাপত্তা উপকমিটির সভায় এ সিদ্ধান্ত নেয়া হয়েছে। বাংলাদেশ প্রকৌশল বিশ্ববিদ্যালয়ের (বুয়েট) তথ্যপ্রযুক্তিবিদদের সমন্বয়ে এ বৈঠক হয়। ২ এপ্রিল এইচএসসি ও সমমানের পরীক্ষা শুরু হচ্ছে।
বৈঠক সূত্র জানায়, চলতি এসএসসি পরীক্ষায় ধারাবাহিক প্রশ্নফাঁসের পরিপ্রেক্ষিতে এ সিদ্ধান্ত নেয়া হয়েছে। তবে প্রশ্নপত্রের প্যাকেটে এ প্রযুক্তির ব্যবহার নতুন নয়। দু’বছর ধরে মেডিকেল ভর্তি পরীক্ষার প্রশ্নপত্রের প্যাকেটে এই যন্ত্র ব্যবহার করে সুফল পাওয়া গেছে।
শিক্ষা মন্ত্রণালয়ের কর্মকর্তারা বলছেন, প্রশ্নফাঁস ঠেকাতে এটা ‘তাৎক্ষণিক’ ব্যবস্থা। দীর্ঘমেয়াদি সিদ্ধান্তের অংশ হিসেবে সরকার স্থানীয়ভাবে বা পরীক্ষা কেন্দ্রে (অনলাইনে প্রশ্নব্যাংক পাঠানো) প্রশ্ন ছাপিয়ে পরীক্ষা নিতে চায়। এ লক্ষ্যে একই কমিটি কাজ করছে। সোমবার বৈঠকে এ নিয়ে আলোচনা হয়েছে। কেন্দ্রে প্রশ্ন ছাপানোর চ্যালেঞ্জ ও ভুলত্র“টি নির্ণয়ে দশম শ্রেণির আসন্ন প্রি-টেস্ট এবং টেস্ট পরীক্ষায় এ পদ্ধতি প্রয়োগ করা হবে।
সভায় সভাপতিত্ব করেন শিক্ষা মন্ত্রণালয়ের মাধ্যমিক ও উচ্চশিক্ষা বিভাগের অতিরিক্ত সচিব (মাধ্যমিক) চৌধুরী মুফাদ আহমেদ। তিনি যুগান্তরকে বলেন, ‘আমরা পাবলিক পরীক্ষার প্রশ্নপত্র শতভাগ নিষ্কলুষ রাখতে চাই। প্রশ্ন যাতে কোনো দুষ্কৃতকারী পরীক্ষার আগে দেখতে না পারে, সে লক্ষ্যে স্বল্পমেয়াদি ও দীর্ঘমেয়াদি নানা ব্যবস্থার কথা বৈঠকে আলোচনা হয়েছে। ধীরে ধীরে আমরা তা বাস্তবায়ন করব।’
এদিকে পরীক্ষার দিন সকালে প্রশ্নফাঁস ঠেকাতে উল্লিখিত দুই ধরনের পদক্ষেপের চিন্তা করলেও ছাপা পর্যায়েই প্রশ্নফাঁসের শঙ্কার কথা বলেছেন বেশ কয়েকজন বিশেষজ্ঞ। তারা সরকারের নীতি-নির্ধারকদের দৃষ্টি আকর্ষণ করে বলেন, এবারের এসএসসির ইংরেজি প্রথমপত্র ও আইসিটির দুই সেট প্রশ্ন অনেক আগেই ফাঁসের অভিযোগ রয়েছে। ইংরেজি দ্বিতীয়পত্র প্রশ্ন পরীক্ষার প্রায় দেড় ঘণ্টা আগে এবং গণিতের প্রশ্ন আগের রাতে ফাঁসের অভিযোগ আছে। এতে প্রতীয়মান হয়- পরীক্ষার দিন সকালে নয়, আগেই ফাঁস হয়ে গিয়ে থাকতে পারে প্রশ্ন। বিশেষজ্ঞরা এ বিষয় মাথায় নিয়ে প্রশ্ন প্রণয়ন, মডারেশন এবং বিজি প্রেসের দিকে নজরদারি জোরালো করার পরামর্শ দেন।
প্রশ্নফাঁস চক্রের সঙ্গে জড়িত থাকায় এরই মধ্যে গ্রেফতারদের জিজ্ঞাসাবাদেও এসব তথ্য পাওয়া গেছে। একজন পুলিশ কর্মকর্তা জানান, পরীক্ষার আগের রাত কিংবা ট্রেজারি থেকে পরীক্ষার কেন্দ্রে পাঠানোর পথে নয়, ছাপাখানায় যাওয়ার আগেই হাতে লেখা প্রশ্নই ফাঁস হয়ে যাচ্ছে বলে রিমান্ডে আসামিরা জানিয়েছে। ডিএমপির গোয়েন্দা বিভাগের একজন কর্মকর্তা বলেন, প্রশ্নফাঁস চক্রের সদস্যদের ধরতে সামাজিক যোগাযোগ মাধ্যমগুলোয় কঠোর নজরদারি করছিলাম। গণিত পরীক্ষার আগে রাতে শিক্ষা বোর্ডের করা হাতে লেখা প্রশ্ন কয়েকটি ফেসবুক পেজে চলে আসে। পরদিন গণিত পরীক্ষার প্রশ্নের সঙ্গে হাতে লেখা ওই প্রশ্নের হুবহু মিল পাওয়া যায়। অবশ্য হাতে লেখা প্রশ্নফাঁসের কোনো সুযোগ নেই বলে দাবি করেছেন ঢাকা শিক্ষা বোর্ডের পরীক্ষা নিয়ন্ত্রক তপন কুমার সরকার।
শিক্ষা মন্ত্রণালয়ের একজন অতিরিক্ত সচিব যুগান্তরকে বলেন, এসব কারণেই প্রশ্নব্যাংক তৈরি এবং প্রশ্নব্যাংক থেকে প্রশ্ন পাঠিয়ে স্থানীয় পর্যায়ে ছাপিয়ে পরীক্ষা নেয়ার বিষয়টি জোরালোভাবে আলোচনা হচ্ছে। কেননা তখন পরীক্ষার আগে প্রশ্ন তৈরি ও ছাপানোর চিন্তা থাকবে না। ফলে ফাঁসের শঙ্কাও বন্ধ হবে। চিন্তাটি কতটা সঠিক, তা যাচাইয়ে আগামী বছরের প্রি-টেস্ট ও টেস্ট পরীক্ষা প্রশ্নব্যাংক থেকে অনলাইনে পাঠিয়ে দেয়ার পরিকল্পনা চূড়ান্ত করা হচ্ছে। ৩ জানুয়ারি শিক্ষা মন্ত্রণালয়ের সভায় এ সংক্রান্ত সিদ্ধান্ত চূড়ান্ত হয়েছে।
এ ব্যাপারে তখন শিক্ষা মন্ত্রণালয়ের মাধ্যমিক ও উচ্চশিক্ষা বিভাগের সচিব মো. সোহরাব হোসাইন যুগান্তরকে বলেছিলেন, ‘প্রশ্নফাঁস ঠেকাতে আমরা এসএসসি ও এইচএসসি পরীক্ষা নিতে চাচ্ছি অনলাইনে পাঠানো প্রশ্নপত্রে। এভাবে পাবলিক পরীক্ষা নিলে কেমন হবে, তার পূর্ব-অভিজ্ঞতা দরকার। সেজন্যই টেস্ট ও প্রিটেস্ট পরীক্ষায় পাইলটিং করা হবে। এতে ভুলত্র“টি, সীমাবদ্ধতা এবং প্রয়োজনীয়তা জানা হবে।’ তিনি বলেন, অনলাইনে প্রশ্ন পাঠিয়ে পরীক্ষা নেয়ার এ উদ্যোগ সফলভাবে প্রয়োগ হলে ২০১৯ সালের এসএসসি হবে একই পদ্ধতিতে। তখন আমরা আর প্রশ্ন ছাপাব না। পরীক্ষার ৩০ মিনিট আগে তা পাঠানো হবে। সে অনুযায়ী পরবর্তী পদক্ষেপ নেয়া হবে।’
উল্লেখ্য, ফাঁস ঠেকাতে অনলাইনে প্রশ্নপত্র পাঠিয়ে কেন্দ্রে ছাপিয়ে পরীক্ষা নেয়ার বিষয়ে গত বছরের ১২ জুলাই একটি মূল ও তিনটি উপকমিটি গঠিত হয়। তিন উপকমিটি হচ্ছে- প্রশ্নব্যাংক তৈরি, প্রশ্ন প্রিন্টিং এবং লজিস্টিক সাপোর্ট সংক্রান্ত; প্রিন্টিং ব্যবস্থাপনা ও নিরাপত্তা সংক্রান্ত ও লজিস্টিক সাপোর্ট সংক্রান্ত।
প্রশ্নব্যাংক তৈরি ও নিরাপত্তা উপকমিটির দায়িত্বে আছেন মাধ্যমিক ও উচ্চশিক্ষা বিভাগের অতিরিক্ত সচিব (মাধ্যমিক-১)। এ কমিটিতে আরও আছেন বুয়েটের অধ্যাপক ড. মোহাম্মদ কায়কোবাদসহ ১১ কর্মকর্তা। তাদের কাজের মধ্যে রয়েছে বিষয়, অধ্যায় ও প্রশ্নের মানবণ্টন অনুসারে সব বিষয়ের সম্ভাব্য প্রশ্ন প্রণয়ন করা। এরপর সব প্রশ্নের ডাটাবেস তৈরির মাধ্যমে একটি কেন্দ্রীয় প্রশ্নব্যাংক প্রতিষ্ঠা করা; যাতে স্বয়ংক্রিয় পদ্ধতিতে একাধিক প্রশ্ন সেট তৈরি করা যায়। এই কমিটির বৈঠকই সোমবার বুয়েটে অনুষ্ঠিত হল।
প্রিন্টিং ব্যবস্থাপনা ও নিরাপত্তা উপকমিটির দায়িত্ব হল পরীক্ষার দিন সকালে প্রশ্নপত্র প্রণয়নের জন্য সফটওয়্যার তৈরি এবং এর নিরাপত্তা নিশ্চিত করা। প্রশ্ন গ্রহণ ও পাঠানোর ব্যবস্থা করা এবং প্রশ্নপত্রে গোপনীয়তা ও নিরাপত্তা নিশ্চিত করার লক্ষ্যে জেলা বা উপজেলা পর্যায়ে প্রশ্নপত্র মুদ্রণ করা। আর লজিস্টিক সাপোর্ট উপকমিটির পদ্ধতি বাস্তবায়নের কারিগরি দিক মূল্যায়ন, চাহিদা তৈরি করে সুপারিশ করবে। এই তিন কমিটির কাজের সমন্বয়ের দায়িত্ব দেয়া হয়েছে মাধ্যমিক ও উচ্চশিক্ষা অধিদফতরের মহাপরিচালক অধ্যাপক মাহবুবুর রহমানকে। এ প্রসঙ্গে অধ্যাপক রহমান যুগান্তরকে বলেন, আমরা অটোমেশন পদ্ধতিতে প্রশ্ন ছাপিয়ে পরীক্ষা নিতে চাই। প্রাথমিক হিসাবে দেখা গেছে, এজন্য আমাদের যে খরচ হবে, তা বর্তমানে বিজি প্রেসে ছাপিয়ে পরীক্ষা নেয়ার তুলনায় অনেক কম।
মোবাইল ফোন পেলেই গ্রেফতার : প্রশ্নফাঁস ঠেকাতে চলতি এসএসসি ও সমমানের পরীক্ষার ব্যাপারে সোমবার নতুন দুটি নির্দেশনা জারি করেছে শিক্ষা মন্ত্রণালয়। এর একটি হচ্ছে, পরীক্ষা কেন্দ্রের ভেতরে এবং কেন্দ্রের ২০০ মিটারের মধ্যে মোবাইল ফোনসহ কাউকে পাওয়া গেলে সঙ্গে সঙ্গে তাকে গ্রেফতার করা হবে। অপরটি হচ্ছে- পরীক্ষা শুরুর ৩০ মিনিট আগে পরীক্ষার্থীদের কেন্দ্রে প্রবেশ করতে হবে। নইলে তাকে আর কোন্দ্রে প্রবেশ করতে দেয়া হবে না।
ইন্টারনেট বন্ধের নির্দেশনা স্থগিত : ব্যাপক সমালোচনার মুখে ইন্টারনেটের গতি কমিয়ে রাখার নির্দেশনা থেকে সরে এসেছে সরকার। প্রশ্নফাঁস ঠেকাতে সোমবার পরীক্ষা শুরুর সময় ইন্টারনেটের গতি কমিয়ে রাখার নির্দেশনা দেয়া হয়েছিল। সোমবার সকালে সব ইন্টারনেট গেটওয়েকে পাঠানো বিটিআরসির নতুন নির্দেশনায় বলা হয়েছে, আইএসপি ও মোবাইল অপারেটরদের ইন্টারনেটের গতি কমানোর বিষয়ে আগের নির্দেশনা স্থগিত থাকবে। অবশ্য নতুন এই নির্দেশনা কার্যকরের আগেই সকাল ৮টা থেকে আধা ঘণ্টার মতো ইন্টারনেট থেকে বিচ্ছিন্ন থাকতে হয়েছে গ্রাহকদের। রোববার বিটিআরসির এক নির্দেশনায় সব এসএসসি পরীক্ষার শুরুতে আড়াই ঘণ্টা ইন্টারনেটের গতি কমিয়ে রাখতে বলা হয়।
নবাবগঞ্জে ৬ শিক্ষার্থী আটক : নবাবগঞ্জ থেকে আজহারুল হক জানান, ঢাকার নবাবগঞ্জ উপজেলায় এসএসসির গণিতের প্রশ্নপত্র ফাঁসের সঙ্গে জড়িত থাকার অভিযোগে রাব্বি, রুহান, শামীম হাসান, শাকিব, তৌহিদুল ও আলামিন নামে ছয় শিক্ষার্থীকে আটক করে পুলিশ।
উপজেলার বাহ্রা ও আলালপুর এলাকায় অভিযান চালিয়ে রোববার রাতে তাদের আটক করা হয়।
নবাবগঞ্জ থানার এসআই আরাফাত হোসেন জানান, প্রশ্নফাঁসের সঙ্গে জড়িত থাকার অভিযোগে শনিবার সকাল ৯টার দিকে নবাবগঞ্জ পাইলট উচ্চবিদ্যালয় কেন্দ্রের মূল ফটকের সামনে থেকে বক্সনগর উচ্চবিদ্যালয়ের শিক্ষক রনি মিয়া (২৮) ও বাহ্রা ওয়াছেক মেমোরিয়াল হাইস্কুলের শিক্ষক সোহেল রানাকে আটক করে পুলিশ। পরে তাদের তথ্যের ভিত্তিতে রোববার রাতে অভিযান চালিয়ে ওই ছয় শিক্ষার্থীকে আটক করা হয়।

৪৪. (আমি আগের নবীদের) প্রেরণ করেছিলাম স্পষ্ট প্রমাণাদি ও গ্রন্থাবলিসহ। আর আমি তোমার ওপর কোরআন অবতীর্ণ করেছি, যাতে তুমি মানুষকে বুঝিয়ে দিতে পারো, যা তাদের ওপর অবতীর্ণ করা হয়েছে। এবং যাতে তারা চিন্তা করে। (সুরা : নাহল, আয়াত : ৪৪)
তাফসির : আগের আয়াতে বলা হয়েছিল, মহান আল্লাহ যুগে যুগে অসংখ্য নবী-রাসুল প্রেরণ করেছেন। তাঁরা সবাই মানুষ ছিলেন। আলোচ্য আয়াতের প্রথম অংশে বলা হয়েছে, সেসব নবী আল্লাহর পক্ষ থেকে স্পষ্ট প্রমাণ নিয়ে এসেছেন। তাঁদের অনেকে আসমানি কিতাবপ্রাপ্ত হয়েছেন। আয়াতের শেষাংশে বলা হয়েছে, নবী ও আসমানি কিতাব পাঠানোর ধারাবাহিকতায় মহান আল্লাহ শেষ নবী হজরত মুহাম্মদ (সা.)-কে প্রেরণ করেছেন। তাঁর ওপর কোরআন অবতীর্ণ করেছেন। কোরআনের সঙ্গে কোরআনের নবীকে পাঠানো হয়েছে, যাতে মহানবী (সা.) কোরআনের যথাযথ ব্যাখ্যা করে দিতে পারেন। পাশাপাশি এই কোরআন চিন্তাশীলদের চিন্তার খোরাক জোগায়।
এ আয়াত থেকে কয়েকটি বিষয় জানা যায়। প্রথমত, প্রত্যেক নবীই অলৌকিক নিদর্শন নিয়ে এসেছেন। বহু নবী আল্লাহর পক্ষ থেকে আসমানি কিতাবসহ প্রেরিত হয়েছেন।
দ্বিতীয়ত, কোরআনের একটি নাম হলো ‘জিকর’। এ আয়াতে কোরআন বোঝানোর জন্য ‘জিকর’ শব্দ ব্যবহার করা হয়েছে। এ আয়াত ছাড়া আরো একাধিক আয়াতে কোরআন বোঝাতে ‘জিকর’ শব্দ ব্যবহার করা হয়েছে। অন্য আয়াতে এসেছে, ‘আমিই জিকর বা কোরআন অবতীর্ণ করেছি। আর আমিই এর সংরক্ষক।’ (সুরা : হিজর, আয়াত : ৯)
তৃতীয়ত, যারা বলে যে শরিয়তের দলিল হিসেবে কোরআনই যথেষ্ট, হাদিসের প্রয়োজন নেই, কিংবা হাদিস সুরক্ষিত নয়, এ আয়াত তাদের বিরুদ্ধে অন্যতম দলিল। কেননা যদি কোরআন থেকে ইসলামী শরিয়ত সম্পর্কে পূর্ণ জ্ঞান আহরণ সবার পক্ষে সম্ভব হতো, তাহলে কোরআনের ব্যাখ্যার প্রয়োজন হতো না। অথচ এ আয়াতে বলা হয়েছে, কোরআন পাঠানোর পাশাপাশি নবী পাঠানো হয়েছে, যাতে তিনি কোরআনের ব্যাখ্যা করে দিতে পারেন। নবীর অবর্তমানে এ দায়িত্ব নবীর উত্তরাধিকারী প্রজ্ঞাবান আলেমদের।
সুতরাং এ আয়াত থেকে জানা যায়, ব্যাখ্যা ছাড়া সাধারণ মানুষের পক্ষে কোরআন বোঝা সম্ভব নয়। এমনকি ভাষাগত জ্ঞান থাকলেও তা সম্ভব নয়। কেননা মক্কার লোকেরাও আরবি ভাষা বুঝত। কিন্তু তাদের কাছে কোরআন ব্যাখ্যা করার নির্দেশ দেওয়া হয়েছে। অন্য আয়াতে এসেছে, ‘আল্লাহ মুমিনদের প্রতি অবশ্যই অনুগ্রহ করেছেন যে তিনি তাদের নিজেদের মধ্য থেকে তাদের কাছে রাসুল পাঠিয়েছেন, যিনি তাদের কাছে আয়াতসমূহ তিলাওয়াত করেন, তাদের পরিশোধন করেন এবং কিতাব ও হিকমত শিক্ষা দেন, যদিও তারা এর আগে স্পষ্ট বিভ্রান্তিতে ছিল।’ (সুরা : আলে ইমরান, আয়াত : ১৬৪)
এ আয়াতে মহানবী (সা.)-এর প্রধান চারটি দায়িত্বের কথা বলা হয়েছে। এক. তিনি কোরআন তেলাওয়াত করে শোনাবেন। দুই. তিনি উম্মতের আত্মশোধন করেন। তিন. তিনি কিতাব তথা কোরআনের ব্যাখ্যা দেবেন। চার. তিনি হিকমত শিক্ষা দেন। এ আয়াত থেকেও জানা যায়, সর্বসাধারণের জন্য ব্যাখ্যা ছাড়া কোরআন বোঝা সম্ভব নয়, যদিও তারা আরবি ভাষাগত জ্ঞান লাভ করে থাকে। অর্থাৎ ব্যক্তিগত পড়াশোনায় কোরআনের মর্মপোলব্ধি সর্বসাধারণের পক্ষে সম্ভব নয়। এ কথা আরবি ভাষাভাষী বা অনারবি সবার ক্ষেত্রে প্রযোজ্য।

কালের কণ্ঠ প্রতিবেদন প্রকাশ করার পর ‘এসএসসি এক্সাম কোয়েশ্চেন ২০১৮’ নামের ফেসবুক পেজ থেকে চ্যালেঞ্জ ছুড়ে দিয়ে বলা হয়েছিল, ‘এর পরও আমরা ফাঁস করেছি এবং করে যাব।’ তাদের দেওয়া মোবাইল ফোন নম্বরে যোগাযোগ করলে একজন প্রতিবেদককে বলেন, ‘কেউ আমার কিচ্ছুটি করতে পারবে না।’ তাঁর এই অহমিকা টিকল না। হুমকির পাঁচ দিনের মাথায় প্রশ্ন বিক্রেতা চক্র গোয়েন্দা জালে ধরা পড়েছে। পেজটি চালাচ্ছিলেন বরকত উল্লাহ (২৬), আমান উল্লাহ ওরফে আলামিন (২৪) ও আহসান উল্লাহ (১৯) নামের তিন ভাই। এর মধ্যে আমান উল্লাহর কাছ থেকেই দুই লাখ দুই হাজার চার শ টাকা পাওয়া গেছে, যা তিনি মাত্র দুই পরীক্ষার প্রশ্ন বিক্রি করে পান। চাঁদপুর থেকে ঢাকায় আসা তিন ভাই ইন্দিরা রোডের একটি বাসায় থেকে লেখাপড়া করছিলেন। গত শনিবার গোয়েন্দা পুলিশ (ডিবি) রাজধানীতে অভিযান চালিয়ে এই তিন ভাইসহ ১৪ জনকে গ্রেপ্তার করেছে। এদের মধ্যে নবম শ্রেণির ছাত্র থেকে শুরু করে ঢাকা বিশ্ববিদ্যালয়ের শিক্ষার্থীও আছেন।
এ ছাড়া পূর্ব রাজাবাজার এলাকা আরবিএন হোস্টেল থেকে আনিছুর রহমান (২০) নামের প্রশ্নপত্র ফাঁস চক্রের এক সদস্যকে গ্রেপ্তার করেছে র্যাব-২। র্যাব-২ জানায়, শনিবার রাতে পূর্ব রাজাবাজার এলাকা আরবিএন হোস্টেল থেকে গ্রেপ্তারকৃত আনিছুর একটি চক্রের হোতা। তিনি ড্যাফোডিল ইউনিভার্সিটির সফটওয়্যার ইঞ্জিনিয়ারিং বিভাগের ছাত্র। হোস্টেলে থাকাকালে হোয়াটসঅ্যাপ ও ফেসবুকের মিসাইল গ্রুপ ও আইসিটি গ্রুপের সঙ্গে যুক্ত হন। পরবর্তী সময়ে মিসাইল গ্রুপের অ্যাডমিনের মাধ্যমে প্রশ্নপত্র সংগ্রহ করে শিক্ষার্থীদের কাছে বিক্রি করতেন। টাকা নিতেন বিকাশে।
গোয়েন্দাদের হাতে গ্রেপ্তার হওয়া বাকি ১১ জনের নাম রাহাত ইসলাম (২৪), সালাউদ্দিন (২৩), সুজন (২০), জাহিদ হোসেন (২০), সুফল রায় শাওন (১৮), আল আমিন (২০), সাইদুল ইসলাম (২০), আবির ইসলাম নোমান (১৬), শাহাদত হোসেন স্বপন (১৮), ফাহিম ইসলাম (২০) ও তাহসিব রহমান (১৭)। এর মধ্যে তাহসিব ও সুজন এসএসসি পরীক্ষার্থী। অভিযানকালে প্রশ্নপত্র ফাঁসে ব্যবহৃত ল্যাপটপ, ২৩টি স্মার্টফোন ও দুই লাখ ২৪ হাজার টাকা উদ্ধার করা হয়। এ ঘটনায় রাজধানীর নিউ মার্কেট, হাজারীবাগ, যাত্রাবাড়ী ও শেরেবাংলানগর থানায় পৃথক মামলা করেছে পুলিশ। ডিবির সূত্র জানিয়েছে, গ্রেপ্তারকৃতদের মধ্যে ১১ জন ফেসবুক, হোয়াটসঅ্যাপ ও ইমোতে অর্ধশতাধিক গ্রুপ চালায়।
গতকাল রবিবার দুপুরে মিন্টো রোডে ঢাকা মহানগর পুলিশের (ডিএমপি) মিডিয়া সেন্টারে সংবাদ সম্মেলনে ডিবির যুগ্ম কমিশনার আবদুল বাতেন বলেন, “পরীক্ষা শুরু হওয়ার সর্বোচ্চ ৩০ থেকে ৪০ মিনিট আগেই আসল প্রশ্নপত্র ফাঁস হয়। তবে পরীক্ষার এক দিন আগে ভুয়া প্রশ্নপত্র ছড়ানো হতো। প্রকৃত প্রশ্নের সঙ্গে এসব প্রশ্নের মিল নেই। কারণ বান্ডেল খোলার আগে এই প্রশ্ন দেখার সুযোগ কারো নেই। কেন্দ্র থেকে পরীক্ষাকক্ষে যাওয়ার সময়ে প্রশ্ন ফাঁসের ঘটনা ঘটে। পরীক্ষা শুরুর ৩০ থেকে ৪০ মিনিট আগে কোনো ‘দুষ্ট’ লোক মোবাইলে ছবি তুলে গ্রুপগুলোয় ছেড়ে দেয়। এমসিকিউ পরীক্ষার ক্ষেত্রে এ কাজ বেশি হয়।”
প্রশ্নপত্র ফাঁসের এই প্রক্রিয়ার সঙ্গে শিক্ষা মন্ত্রণালয় কিংবা বোর্ডের কারো সম্পৃক্ততা এখনো পাননি বলে জানান আবদুল বাতেন। তিনি বলেন, এই চক্রটির মধ্যে তিন ভাইয়ের ‘উল্লাহ বাহিনী’ ফেসবুকে চ্যালেঞ্জ করে প্রশ্নপত্র ফাঁস করছিল। তারা মূলত মেসেঞ্জার, হোয়াটসঅ্যাপ, ইমোতে গ্রুপ ওপেন করে অ্যাডমিন পরিচালনা করত। অনেক ছাত্রকে তারা গ্রুপের সদস্য করত। যেদিন যে পরীক্ষা হবে, সেই পরীক্ষার ভিত্তিতে গ্রুপ খোলা হতো।
ডিবির আরেকটি সূত্র জানায়, গত এক সপ্তাহে গোয়েন্দা নজরদারি করে ১৪ জনকে শনাক্ত করে গ্রেপ্তার করা হয়। লেনদেনকারী বিকাশের বেশ কিছু এজেন্ট নম্বর এবং আরো বেশ কিছু পেজ ও গ্রুপও শনাক্ত করা গেছে। তবে যাদের গ্রেপ্তার করা গেছে তারা কেউই সরাসরি প্রশ্ন ফাঁস করেনি দাবি করে বলেছে, প্রশ্ন সরবরাহকারীকে তারা চেনে না। ‘কাটআউট পদ্ধতিতে’ (পরিচয় গোপন করে অপরাধ করে বিচ্ছিন্ন হওয়া) তারা কারবার করছে।
উল্লাহ বাহিনী
সংশ্লিষ্ট কর্মকর্তারা জানান, তিন ভাই আমান, বরকত ও আহসান ইন্দিরা রোডের ৮২/খ নম্বর বাসায় থাকেন। বাড়ি চাঁদপুরের মতলব উত্তরের এনায়েতনগরে। আহসান সিরাজুল ইসলাম মেডিক্যাল কলেজের ছাত্র। আমান বিএসসি ইঞ্জিনিয়ারিং পড়ছেন। তিনি ফয়েজ আলম নামে ফেসবুক আইডি থেকে ‘এসএসসি এক্সাম কোয়েশ্চেন ২০১৮’ পেজটি খোলেন। বরকত ডিপ্লোমা ইঞ্জিনিয়ারিংয়ের ছাত্র।
এর বাইরে যাত্রাবাড়ীর কাজলা এলাকার সালাউদ্দিন নবম শ্রেণি পর্যন্ত লেখাপড়া করেছে। সে ‘জেএসসি কোয়েশ্চেন আউট ঢাকা বোর্ড’, ‘এসএসসি কোয়েশ্চেন আউট’ এবং ‘এইচএসসি কোয়েশ্চন আউট অল বোর্ড’ নামে পেজ চালায়। ‘ইংলিশ ফাস্ট এসএসসি ২০১৮’ নামে মেসেঞ্জার গ্রুপও ছিল তার। সালাউদ্দিন চারটি পেজ থেকে প্রশ্ন পেয়েছে। এগুলো হলো ‘এসএসসি এক্সাম ২০১৮ (পথিক ভাই)’, ‘এসএসসি ইংলিশ (অ্যাডমিন হাবিব)’, ‘ইংরেজি ২য় পত্র ১০০% কমন’ (অ্যাডমিন আদনান খান)’ এবং ‘পিএসসি কোয়েশ্চেন আউট’।
সূত্র মতে, কাফরুলের আলআমিন সরকারি তিতুমীর কলেজের অনার্স প্রথম বর্ষের ছাত্র। ‘মেথ কোয়েশ্চেন’ নামে গ্রুপের অ্যাডমিন সে। যাত্রাবাড়ীর দক্ষিণ কাজলার রাহাত ইসলাম ‘এসএসসি অ্যান্ড এইচএসসি এক্সাম ২০১৮ অল বোর্ড রিয়েল কোশ্চেন হেল্পলাইন’, ‘এসএসসি এক্সাম ২০১৮ অল বোর্ড রিয়েল কোয়েশ্চেন হেল্পলাইন সেন্টার’ এবং ‘ডিগ্রি অনার্স’স রিয়েল কোয়েশ্চেন হেল্পলাইন সেন্টার’ নামে পেজে প্রশ্ন ফাঁস করছিল।
হাজারীবাগের শেখ রাসেল সরকারি উচ্চ বিদ্যালয়ের নবম শ্রেণির ছাত্র আবির ইসলাম নোমান, ফেসবুকে তার তিনটি আইডি। তিনটি গ্রুপে সংযুক্ত হয়ে প্রশ্ন ফাঁসে জড়িয়েছে এই কিশোর। টাঙ্গাইলের সুজন স্থানীয় স্কুলের এসএসসি পরীক্ষার্থী, যে তিনটি পেজ থেকে প্রশ্নপত্র সংগ্রহ করত। শাহাদাৎ স্বপন শেরপুর সরকারি বিশ্ববিদ্যালয় কলেজের অনার্স দ্বিতীয় বর্ষের ছাত্র। দুটি পেজ ও একটি গ্রুপে সে অপকর্মে জড়ায়। কাফরুলের সুফল সরকারি তিতুমীর কলেজের অনার্সের ছাত্র। এ ছাড়া ফাহিম ঢাকা বিশ্ববিদ্যালয়ের পদার্থবিজ্ঞান বিভাগের এবং তাহসিব নূর মোহাম্মদ রাইফেল স্কুল অ্যান্ড কলেজের দশম শ্রেণির ছাত্র।
ডিবির অতিরিক্ত উপকমিশনার গোলাম সাকলাইন বলেন, আমান উল্লাহর কাছ থেকে দুই লক্ষাধিক টাকা পাওয়া গেছে। তিন ভাইয়ের অ্যাকাউন্টে আরো টাকা আছে। রাহাত ইসলাম একাই পাঁচটি গ্রুপের অ্যাডমিন। ফেসবুক আইডি আছে পাঁচটি। দুই গ্রুপে সকাল থেকে সে প্রশ্ন সংগ্রহ করে। তিনি আরো বলেন, বিকাশ বা রকেটের পারসোনাল অ্যাকাউন্টে বেশি লেনদেন করা যায় না। সুফল রায় বিকাশের এজেন্টদের সঙ্গে চুক্তি করেছিল, বলেছিল অনলাইনে ব্যবসা আছে—ক্রেতারা টাকা পাঠাবে। ৬৭ বার বিকাশে লেনদেনের তথ্য পাওয়া গেছে তার কাছে। ধরা পড়াদের কেউ বলছে, ফরিদপুরের শিক্ষক প্রশ্ন দিচ্ছে। কেউ বলছে, ‘রাতুল স্যারসহ’ কয়েকটি পেজ থেকে প্রশ্ন আসছে। গ্রেপ্তারকৃতরা অর্ধশতাধিক গ্রুপে সম্পৃক্ত বলে জানান ডিবির কর্মকর্তা।
ডিবির যুগ্ম কমিশনার ও পরীক্ষার শৃঙ্খলা কমিটির পুলিশের ফোকাল পয়েন্ট শেখ নাজমুল আলম বলেন, ‘যারা ছড়িয়ে দিচ্ছে তাদের ধরা হচ্ছে। তদন্ত চলছে। প্রশ্ন ফাঁসকারীরাও ধরা পড়েবে।’
গত ৪ ফেব্রুয়ারি প্রশ্ন ফাঁসকারীকে ধরিয়ে দিতে পাঁচ লাখ টাকা পুরস্কার ঘোষণা করেছিল শিক্ষা মন্ত্রণালয়। একই সঙ্গে প্রশ্ন ফাঁস খতিয়ে দেখতে মন্ত্রণালয়ের কারিগরি ও মাদরাসা বিভাগের সচিব মো. আলমগীরকে আহ্বায়ক করে ১১ সদস্যের কমিটি গঠন করা হয়েছিল। এক সপ্তাহ পার হওয়ার পর গতকাল রবিবার কমিটির আহ্বায়ক অফিস আদেশ হাতে পান। অর্থাৎ শিক্ষামন্ত্রীর নির্দেশের পরও একটিমাত্র আদেশ জারি হতেই সাত দিন সময় লাগল।
জানতে চাইলে কারিগরি ও মাদরাসা বিভাগের সচিব মো. আলমগীর কালের কণ্ঠকে বলেন, ‘আমি রবিবার সকাল ৯টায় কমিটির চিঠি হাতে পাই। এরপর বিকেল ৪টায় আমরা প্রথম বৈঠকে বসি। এখন আমাদের দায়িত্ব বিভিন্ন মাধ্যমে যেসব প্রশ্ন পাওয়া গেছে এর সঙ্গে মূল প্রশ্ন মিলিয়ে দেখা। আমরা এক সপ্তাহ সময় নেব। এর মধ্যে এগুলো মিলিয়ে দেখে ও সঠিকতা যাচাই করে আগামী রবিবার আবার বসব। এরপর দু-এক দিনের মধ্যেই প্রতিবেদন দিয়ে দেব।’ মো. আলমগীর আরো বলেন, ‘আমরা প্রতিবেদন দেব, সুপারিশ করব। এরপর প্রশ্ন ফাঁস হয়েছে কি না বা পরীক্ষা বাতিল করা হবে কি না সে সিদ্ধান্ত নেবে মন্ত্রণালয়।’

ইন্টারনেট বন্ধের সিদ্ধান্ত পরিবর্তন নিজস্ব প্রতিবেদক, ঢাকা
এসএসসি পরীক্ষা চলাকালে ইন্টারনেট আড়াই ঘণ্টা বন্ধ রাখার সিদ্ধান্ত পরিবর্তন হয়েছে। আজ সোমবার সকালে বাংলাদেশ টেলিযোগাযোগ নিয়ন্ত্রণ কমিশন (বিটিআরসি) থেকে ইন্টারনেট সেবা স্বাভাবিক রাখতে সংশ্লিষ্ট সব পক্ষকে নির্দেশনা দেওয়া হয়।
বিষয়টি নিশ্চিত করে বিটিআরসি চেয়ারম্যান শাহজাহান মাহমুদ প্রথম আলোকে বলেন, ইন্টারনেট নিয়ে দেওয়া আগের সিদ্ধান্ত পরিবর্তন করা হয়েছে।
সরকারের নানা পদক্ষেপের পরও প্রশ্ন ফাঁস থামানো যায়নি। গতকাল রোববার তথ্য ও যোগাযোগ প্রযুক্তি (আইসিটি) বিষয়ের পরীক্ষার আগে ইন্টারনেটের গতিও কমানো হয়েছিল, কিন্তু শেষ রক্ষা হয়নি। যথারীতি আগাম ঘোষণা দিয়ে আইসিটির প্রশ্নপত্র ফাঁস হয়েছে। এ নিয়ে শুরু থেকে সাতটি বিষয়ের প্রশ্নপত্রই ফাঁস হলো।
এই পরিস্থিতিতে প্রশ্ন ফাঁস ঠেকাতে আজ থেকে ২৪ ফেব্রুয়ারি পর্যন্ত পরীক্ষার দিন আড়াই ঘণ্টা করে ইন্টারনেট সাময়িকভাবে বন্ধের সিদ্ধান্ত নিয়েছিল সরকার। এতে ইন্টারনেট ব্যবহারকারীদের মধ্যে তীব্র প্রতিক্রিয়া দেখা দেয়। এর ফলে ইন্টারনেট স্বাভাবিক রাখার এ সিদ্ধান্ত নেওয়া হয়েছে বলে খাত সংশ্লিষ্টরা মনে করছেন।
বিটিআরসির সর্বশেষ পরিসংখ্যান অনুযায়ী, বাংলাদেশে বর্তমানে ইন্টারনেট ব্যবহারকারী ৮ কোটির বেশি। এর মধ্যে সাড়ে ৭ কোটি মোবাইল ইন্টারনেট ব্যবহারকারী, বাকি ৫০ লাখ ব্রডব্যান্ড ইন্টারনেট ব্যবহার করেন।
এর আগে দেশে ধারাবাহিক জঙ্গি হামলা ও হত্যাকাণ্ডের প্রেক্ষাপটে জঙ্গিদের যোগাযোগের পথ বন্ধ করার কারণ দেখিয়ে ২০১৫ সালের ১৮ নভেম্বর দেড় ঘণ্টা ইন্টারনেট বন্ধ রাখা হয় বাংলাদেশে। পরে ইন্টারনেট চালু হলেও ২২ দিন বাংলাদেশে ফেসবুকসহ সামাজিক যোগাযোগের বেশ কয়েকটি অ্যাপ ব্যবহারের সুযোগ বন্ধ রাখে সরকার।
